Conventions de dénomination standard IEC et CENELEC : comparaison 60601-1-2 4e édition, EN 60601-1-2: 2015, et IEC 60601-1-2: 2014-02

La Commission Electrotechnique Internationale (CEI) est la principale organisation mondiale qui prépare et publie des normes internationales pour toutes les technologies électriques, électroniques et connexes. Presque tous les pays du monde s'appuient sur les normes CEI et les adoptent, en partie pour simplifier la création de leurs propres normes, et en partie pour harmoniser les normes nationales avec le monde. Cependant, la plupart des pays choisissent de ne pas utiliser directement les normes CEI, mais créent plutôt des normes dérivées directement basées sur les normes CEI. De cette manière, il est possible d'ajouter des modifications mineures aux normes adoptées, selon les besoins.

CENELEC est l'agence européenne qui contrôle généralement les normes EN. La plupart des normes électrotechniques EN produites par le CENELEC sont directement dérivées des normes CEI, et généralement la majeure partie numérique du nom standard est identique. Des différences dans le nombre standard peuvent toutefois se produire dans le suffixe qui indiquera typiquement l'année de publication à 4 chiffres. Le CENELEC et les normes publiées par différents pays seront généralement décalés d'une ou plusieurs années par rapport à la norme CEI.

De plus, alors que les niveaux d'édition sont utilisés pour de nombreuses normes CEI pour clarifier pour l'utilisateur les changements majeurs de standard, cela ne fait pas partie de la pratique de CENELEC de la convention de nommage pour les standards EN.

La CEI recommande une tolérance de 5 ans pour les fabricants pour modifier leurs produits avant que les normes nationales dérivées ne deviennent obligatoires et que tout standard national en contradiction soit retiré. Par conséquent, lorsque les pays adoptent une nouvelle version/édition d'une norme CEI, deux dates clés sont généralement spécifiées dans la nouvelle norme dérivée :

  • DOP, date de publication
  • DOW, Date de retrait

Ces deux dates clés sont généralement indiquées dans les cinq premières pages d'une spécification EN, et les exigences du CENELEC pour DOW suivent pour la plupart les recommandations de la CEI.

A titre d'exemple, considérons le document de contrôle CEM médical CEI 60601-1-2-2014, 4e édition.

L'appellation numérique complète de la norme est la CEI 60601-1-2:2014-02. L'année et le mois de publication suivent le signe deux-points qui est attaché au numéro de spécification primaire. Bien que la 4e édition n'apparaisse pas dans le nombre, la revue de la page de titre de la norme le met en évidence. Après la publication de cette édition CEI, puis en janvier 2015, la norme CENELEC EN 60601-1-2: 2015 a été ratifiée. Notez que seule l'année est indiquée dans le nom standard, le mois n'est pas inclus.

Le DOP de la norme EN 60601-1-2: 2015 est 2016-03-18, le DOW est 2018 -12-31. Après le 2018-12-31, tous les produits vendus dans l'UE doivent répondre aux exigences de cette norme médicale EMC.

The International Electrotechnical Commission (IEC) is the leading global organization that prepares and publishes International Standards for all electrical, electronic and related technologies. Both Safety and Electromagnetic compliance standards are produced by the IEC.

Virtually all countries in the world rely on and adopt the IEC standards, in part to simplify creating their own standards, and in part to harmonize their country standards with the world. However most countries choose to not directly use the IEC standards, but instead create derivative standards directly based on the IEC standards. In this way it is possible to add minor changes to the adopted standards on an as needed basis.

CENELEC is the European agency which typically controls the EN standards. Most of the EN electro-technical standards produced by CENELEC are directly derived from IEC standards, and typically the major numeric part of standard name is identical. Differences in the standard number however may occur in the suffix which will typically indicate year of publication as 4 digits. CENELEC and standards published by various countries typically will lag the publication of the IEC standard by one or more years.

Additionally, whereas Edition levels are used for many of the IEC standards to clarify to the user a major change to the standard, this is not practiced in the CENELEC naming convention of EN standards.

The IEC recommends a 5 year allowance for manufacturers to modify their products before the derived national standards, become mandatory, and any conflicting national standards are withdrawn. Therefore when countries adopt a new version/edition of an IEC standard, two key dates are typically specified in the new derived standard:

  • DOP, Date of Publication
  • DOW, Date of Withdrawal

These two key dates are typically shown within the first 5 pages of an EN specification, and the CENELEC requirements for DOW mostly follow the IEC recommendations.

As an example, let us consider the medical EMC control document IEC 60601-1-2-2014, 4th edition.

The full numeric descriptor of the standard is IEC 60601-1-2:2014-02. The year and month of publication follow the colon which is attached to the primary specification number. Although the 4th edition does not appear in the number, reviewing the Title page of the standard shows it prominently displayed. After this IEC edition was published, subsequently in January 2015, the CENELEC Standard EN 60601-1-2:2015 was ratified. Note, only the year is shown as part of the standard name, the month is not included.

The DOP for the EN 60601-1-2:2015 is 2016-03-18, the DOW is 2018-12-31. After 2018-12-31 all products sold in the EU are required to meet the requirements in this medical EMC standard.
